COOPERATIVE NETWORK DESIGN DIRECTORATE – CIVIL-MILITARY ATM COORDINATION DIRECTORATE

The Directorate provides the Director General with an effective single source of current civil-military cooperation expertise, and facilitates civil-military coordination requirements across the full range of EUROCONTROL activities. It is the focal point for military issues within the Agency and is developing technical and operational solutions to ensure civil-military coordination in an effective and efficient manner.

JOB RESPONSIBILITIES

The successful candidate will be responsible for:
• delivering contributions to civil-military communications interoperability and spectrum coordination in support of EUROCONTROL activities and contribution to SESAR R&D;
• providing military-related communications and spectrum technical contributions to SES interoperability regulatory materials as required;
• providing military expertise, technical advice and guidance in the ATM/CNS areas of ground communications protocols and networks, network centric architectures, aeronautical messaging, air/ground voice and data link communications, software defined radios, future communications infrastructure, satellite communications and spectrum;
• supporting stakeholders and international organisations (ICAO, EC, EDA, EUROCAE, EASA) regarding civil-military related ATM/CNS issues with implications in the field of communications and spectrum;
• proposing civil-military and military-military communications interoperability, technology convergence and spectrum harmonisation to ensure that the current and future ATM developments satisfy national defence and security requirements.

REQUIRED PROFILE

• Master degree in telecommunications engineering or equivalent professional experience.
• Military Officer in active service in the area of military communications and/or command and control systems with a minimum of 10 years professional experience.
• Good knowledge of ATM/CNS technical matters with particular emphasis on aeronautical communications supporting European Air Traffic Management Network modernisation.
• Knowledge of aviation spectrum management processes and challenges.
• Professional experience in R&D and implementing projects in areas like communications protocols, networking, architecture, messaging, air/ground voice and data link, SATCOM.
• Good understanding of the Single European Sky (SES) regulations and SESAR would be an advantage.
• Strong communication and interpersonal skills with the ability to build and maintain effective stakeholder relations.
• Ability to work in a multinational and multicultural environment.
• The working languages of the Agency are English and French. For this particular post, candidates must have an excellent command of English and a working knowledge of French.

• Candidates must officially be nominated by their national military authorities. They must attach proof of support from their national military authority and a full curriculum vitae. An initial selection will be made by a Selection Board on the basis of all candidates’ qualifications and certificates, following which, those candidates considered suitable may be invited to assessment and interviews.

ADDITIONAL INFORMATION

• The initial grade on appointment will be determined by Principal Director of Resources. Prior to establishment, new entrants are required to complete a probationary period of three months. • External candidates will be offered an appointment for a period of four years. In the event of any extension of the initial appointment, the total period of employment in this capacity shall in any case not exceed seven years. All appointments will be subject to the Agency’s Staff Regulations and in particular Annex VIII thereof.
