Head of Network Operations Management Division

DIRECTORATE NETWORK MANAGEMENT

• The Directorate Network Management will support air navigation service provision in Europe to contribute to the achievement of SES performance in a good partnership with the industry and will have to deliver its own contribution to achieving the network performance targets.

JOB RESPONSIBILITIES

The Head of Network Operations Management Division reports to the Director Network Management. He/She is responsible for:
• ensuring the day-to-day service provision of the Network Operations Management Division including organising, managing and overseeing the resources of the Division;
• integrating the network planning, airspace design and airport activities with the airspace utilisation and ATFCM, operations into a cost effective network operations improvement service;
• delivering an effective operational partnership to ANSPs, military airspace users and airports;
• ensuring continuous enhancement of the Division and delivery of performance to provide an excellent level of service to clients and partners in a cost-efficient way;
• assuming control of operations in cases of contingency and crisis;
• preparing the Division for the relationship with FABs;
• ensuring compliance with SES II requirements and future SES evolutions;
• actively participating in the strategic evolutions, development, planning of the future systems and procedures, as part of the Directorate Network Management (DNM) team.

REQUIRED PROFILE

• Master degree or equivalent university degree in a relevant subject or equivalent professional experience.
• Minimum of 15 years’ experience in managing an operational facility in the ATM field.
• In-depth knowledge of the European ATFM situation, airspace and route structure, preferably in a multinational environment.
• Excellent people and project management skills.
• Ability to implement changes and to provide strategic vision.
• Strong communication (oral / written) and interpersonal skills.
• Excellent negotiation and leadership skills with the ability to empower and motivate teams.
• The working languages of the Agency are French and English. For this particular post, candidates must have an excellent command of English and a working knowledge of French.

Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

ADDITIONAL INFORMATION

• An initial selection will be made by a Selection Board on the basis of the candidates’ qualifications and experience. Thereafter, those candidates considered suitable may be invited for assessments and interviews. The interviews and assessments will take place in September 2010.
• External candidates will be offered appointments for an undetermined period. Before being confirmed in their post, they will be required to work a probationary period of 9 months.
• The job bracket will be AD 12/13/14 as of 1 July 2010.
