Chief Operations Officer – Directorate Network Management

DIRECTORATE NETWORK MANAGEMENT

• The Directorate Network Management will support air navigation service provision in Europe to contribute to the achievement of SES performance in a good partnership with the industry and will have to deliver its own contribution to achieving the network performance targets.

JOB RESPONSIBILITIES

The Chief Operations Officer reports to the Director Network Management.

The main purpose of the job is to ensure the overall running and coherency of the operational and technical support activities of the Directorate according to the strategic guidelines and the priorities as defined by the Director of the Directorate Network Management.

He/She is responsible for:
• leading and managing efficiently the activities of the Directorate Network Management through the provision of support to deployment activities and the management of network operations, in an operational partnership with the industry;
• ensuring the efficient management of ANSP Support Services, the ATM Training Division and other support to ANSP/FAB activities;
• leading and managing the Directorate’s contribution to the achievement of the SES objectives and its performance scheme;
• implementing the appropriate Network Management policies and objectives and related strategies;
• implementing the Network Management Business Plan, monitoring performance and taking necessary corrective actions;
• building and maintaining excellent stakeholder relations;
• ensuring the efficient communication of Network Management activities;
• representing EUROCONTROL and the Directorate within the global aviation community;
• managing the staff and resources in technical and operational units assigned to the Directorate Network Management.

REQUIRED PROFILE

• Master degree or an equivalent university degree in a relevant area or equivalent professional experience.
• Minimum of 20 years’ experience at senior management level in the public or private sector including experience in managing large multicultural teams in a European environment preferably.
• Profound knowledge of the business environment of the aviation stakeholders and their operational requirements with a proven success in developing productive partnership with stakeholders.
• Clear strategic vision with a proven ability to develop strategies. In-depth organisational and external awareness.
• Proven track record of change management with notable success.
• Strong leadership skills and impact. Excellent interpersonal and communication skills with a proven ability to negotiate effectively.
• The working languages of the Agency are French and English. For this particular post, candidates must have an excellent knowledge of one of these two languages and a working knowledge of the other.

• Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

ADDITIONAL INFORMATION

• The Director General will appoint the Chief Operations Officer following approval by the EUROCONTROL Permanent Commission.
• An initial selection will be made by a Selection Board on the basis of the candidates’ qualifications and experience. Thereafter, those candidates considered suitable may be invited for assessments and interviews. The interviews and assessments will take place in September 2010.
• An appointment is expected to be made in the first quarter of 2011. The appointment will be for a period of five years. Applicants from national administrations are therefore strongly recommended to clarify with the competent authorities their individual positions with regard to reinstatement and pension rights.
• The job bracket will be AD 14/15 as of 1 July 2010.
