OFFICE OF THE DIRECTOR GENERAL

• Under the PRC, the PRU is responsible for monitoring and reviewing the performance of the European ATM system. It reports to the PRC for the effective and efficient fulfilment of its mission and operates administratively under the Agency. For administrative and coordination purposes only, it reports to the Director General.

JOB RESPONSIBILITIES

The successful candidate will be responsible for:
• contributing to the definition of operational performance objectives, in particular in the transition areas adjacent to the European Union Member States;
• assisting with the definition of methodologies for operational and safety performance monitoring based on quantitative data analysis aiming at identifying trends and performance deficiencies;
• managing, in liaison with other PRU experts, working arrangements with national aviation authorities, air navigation service providers, airspace users and airport operators of non-EU Member States;
• making recommendations on operational and safety performance improvements to the European ATM system;
• conducting safety analysis based on safety occurrence reports;
• providing expert advice on safety regulatory matters applicable to non-EU Member States;
• contributing to the publication of regular safety performance reports.

REQUIRED PROFILE

• University degree in a relevant subject or equivalent professional experience.
• Minimum 5 years ATM operational experience in transition areas.
• Experience in the administration and/or management of ATM projects.
• Good knowledge of the organisation of ATM in Europe with particular experience in ATM safety performance analysis.
• Knowledge of ANS-related ICAO SARPs, PANS-OPS and PANS-ATM.
• Experience in ATM safety regulatory matters and risk management would be an advantage.
• Strong communication (oral / written) and interpersonal skills with the ability to build and maintain a professional network with stakeholders.
• Experience in identifying, analysing and solving problems, and in presenting technical issues in a clear way.
• Experience in planning, co-ordinating and developing activities and in establishing clear priorities in a changing environment.
• Team player with the ability to integrate into a multidisciplinary team and a multinational and multicultural environment.
• The working languages of the Agency are English and French. For this particular post, candidates must have an excellent knowledge of English and a working knowledge of French.

• Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

ADDITIONAL INFORMATION

• An initial selection will be made by a Selection Committee on the basis of the candidates’ qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
• The selected candidate will be offered a contract of three years. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in his/her post, the selected candidate will have to complete a probationary period of 9 months.
• The contract will be governed by the provisions of the “Conditions of Employment of Contract Staff at EUROCONTROL”. The generic post is: Expert.
• This notice may be used for the recruitment of similar posts, for a period of one year following the establishment of the reserve list.
