DIRECTORATE SINGLE SKY

The Directorate Single Sky mainly provides regulatory support to the European Commission and to EUROCONTROL Member States. The initial tasks planned for the Directorate Single Sky through this mechanism will comprise network oversight and regulatory functions, including the drafting of rules and means of compliance, support to States in SES implementation and objectives, Performance Review Commission (PRC) / Performance Review Body (PRB) related functions and civil-military coordination. The Directorate will regroup a series of functions under three functional groups; support to policy setting, regulatory support and performance review.

JOB RESPONSIBILITIES

The Director Single Sky reports to the Director General. He/She is responsible for:
• contributing to the overall strategic management of the Agency;
• leading and managing efficiently the implementation of the Directorate Single Sky;
• leading and managing the provision of support to safety and ATM network oversight functions;
• leading and managing the provision of support to regulatory development and implementation work;
• ensuring the accommodation of appropriate civil-military and military-military coordination and cooperation in regard to all relevant ATM matters;
• leading and managing the coordination of aviation security matters;
• leading and managing the facilitation of independent performance review processes;
• managing the staff and resources assigned to the Directorate Single Sky.

REQUIRED PROFILE

• Master degree or an equivalent university degree in a relevant area or equivalent professional experience.
• Minimum of 20 years’ experience at senior management level in the public or private sector, preferably in an European environment including extensive experience in the field of Military and Civil Air Traffic Management (ATM) at European level.
• Clear strategic vision with a proven ability to develop strategies. In-depth organisational and external awareness.
• Proven track record of change management with notable success.
• Strong leadership skills and impact. Excellent interpersonal and communication skills with a proven ability to negotiate effectively.
• The working languages of the Agency are French and English. For this particular post, candidates must have an excellent command of one and a good working knowledge of the other.

APPLICATIONS

• Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

ADDITIONAL INFORMATION

• The Director General will appoint the Director Single Sky following approval by the EUROCONTROL Permanent Commission.
• An initial selection will be made by a Selection Board on the basis of the candidates’ qualifications and experience. Thereafter, those candidates considered suitable may be invited for assessments and interviews. The interviews and assessments will take place in September 2010.
• An appointment is expected to be made in the first quarter of 2011. The appointment will be for a period of five years. Applicants from national administrations are therefore strongly recommended to clarify with the competent authorities their individual positions with regard to reinstatement and pension rights.
• The job bracket will be AD 14/15 as of 1 July 2010.
